Our client is a leading provider of floating production solutions such as FPSOs and TLPs to the offshore oil & gas industry and provides engineering design and consultancy services to support oil and gas extraction and offshore exploration activities.

 

Position: Regulatory Compliance Coordinator

Location: Kuala Lumpur 

Employment Type: 2 years direct hire contract

 

Responsibilities:

Key Accountabilities

  • Develop the Regulatory Compliance Plan (RCP) for the project as per corporate guide Identify the Regulations/legislations and determine applicability (Support from Engineering Managers and other departments) in the project, ensuring that all Regulations will be incorporate in the documents.
  • Plan and Manage Internal Audits in the project as per corporate guide Training and Development
  • Plan the training and workshops in the project as per Corporate guide Project Performance Analysis
  • Provide Weekly and Monthly updates to the Regulatory Compliance Activities.
  • Drive process efficiency - Act as owner of the "Regulatory Compliance Plan (RCP)" and “Regulatory Requirements Register"
  • Technical Proficiency and Competency Technical Support to project team and Disseminate regulatory requirements to Discipline Lead Engineers, Package Engineers, and other relevant project team members Technical Proficiency and Competency Review RFQ packages / documents and ensure that regulatory requirements are included in the project documents Project Performance Analysis
  • Monitor and verify requirements to confirm Site compliance and Keep records of Site Verification report (Evidence Non-Compliance, Corrective actions) Stakeholder Management
  • Assist the Corporate Regulatory Compliance Manager in the execution of the functions as required.

 

Qualifications

  • Min. Degrees in Engineering (Mechanical, Safety) or other related to HSSE
  • Desirable: Post Graduate qualifications in Safety Engineering or HSSE Discipline
  • Minimum 8 years of related industry experience, preferably from Oil and Gas Industry
  • Minimum 5 years of experience of Regulatory Compliance processes
  • Large experience in technical support focused on the interpretation and implementation of regulations in all phases of the project (Design, Construction, Commissioning)
  • Technical knowledge of specific standards related to machines and equipment.
  • Experience and extensive knowledge in ISO 9001, ISO 14001, ISO 45001, ISM Code and International regulations such as MARPOL, SOLAS, API, IOGP, NFPA
  • Desirable: Experience and extensive knowledge of Brazilian Occupational Health and Safety, Operational Safety, ANP, IBAMA, etc. laws and regulations are essential.
  • Desirable: Project Monitoring & Controlling with Power BI and associate tools.

 

Competencies Technical:

  • Strong knowledge of relevant regulations
  • knowledge to managing the legal requirements management software
  • Ability to analyse complex regulations and laws, and to develop clear and effective regulatory compliance plan and relevant documents
  • Strong analytical research and writing skills with a demonstrated ability to research and analyse law and regulatory requirements.
  • Possess strong problem-solving skills, is organized at work and able to manage multiple priorities in a dynamic, fast-paced environment and occasional ambiguous situation.
  • Excellent interpersonal skills and the ability to establish strong relationships at all levels and with all functions.
